According to Jyotish these planets are weak because they are in 
infancy.  Basically because planets in the first 5 degrees and last 5 
degrees are ambiguous with regards to results because they are a mix of 
two signs or houses (depending on what you are judging from the 
chart).   Since only the Sun and Moon have any demonstrable effect on 
our environment I think that the other planets and Ra/Ke (who are 
technically the closest) were used as markers for rhythms found in 
nature.  Hence they are most likely not exact.

But from the standpoint of Jyotish weak planets would not have 
facilitated this.  However an earlier cycle may have removed obstacles 
from their immigration.
