Yes they can, because the signs and planets all shift due to the ayanamsha (~-24 these days) applied to them. But in Saturn's case right now at 0 degrees Leo if you add 24 degrees it will still be in Leo but at 24 degrees instead. But the Sun which is currently at 18 degrees Libra would be at ~12 degrees in Scorpio in a tropical chart. The houses are relative to the ascendant and follow the 30 degree divisions of the signs.
