reasons.  Just my two cents, but the idea of capping entry is a non-
starter and probably illegal.  I don't really know competition law
inside out, but there is a reason the professions were all opened up
more and more in the last decade or so and it wasn't the internal
generousity of those already in the field.  They can't just be closed
again...

What may be more interesting is thinking about whether its an unfair
burden of entry to require an apprenticeship.  There are certainly
arguments that practice can teach what books can't, but I'm not sure
that professional placement should stand in the way of actual
qualification.  There could be stages of qualification - i.e. do
FE1's, go to blackhall for one year full-time taking some new course
and becoming "qualified" so that you could be hired and could
practice.  Then, at your option, adding PQE to your qualification as
you get it.  I'm sure the fear is that the public shouldn't have let
loose on them solicitors with only one year of teaching, but if the
system, as it is, lets Michael Lynn's loose...what could be worse?

My gripe is really that the barrier to qualification is employment.  I
don't think that should be the case.
