I live in a small town (4000) in a small state (498,000) and we have an excellent ILL system. Sure it costs me $2 every time I get a book, but it is well worth it. I think that libraries get caught in a spiral. If they do a good job they get community support - both financial and otherwise - which enables them to do a better job. And so more support. The reverse can also be true.
