Guys, "down" sheep are the breeds that graze the LOWLAND pastures of Great Britain, mostly near the sea. "Hill" sheep are the ones that graze the higher ground, often having "landscaping" responsibilities in the process. If anyone looks in the British Wool Marketing Board's publications, it becomes clear that the sorting is by breed/area, not by what US spinners decide is the wool type.
