You would change the name if the breed is modified. In the same book on British sheep, in the 1990 edition there is an additional chapter with some "new" and "introduced" breeds - two are sheep that I know well - the East Frisian and the German dike sheep - they are listed as British Frisian and British Oldenburg(one of the large breeding areas for this sheep) - with origins in Germany. Renaming them in this way leaves the door open for modifications or changes due to changes in environment. It also makes defining them more precise.
