My hard cover copy has this title page:

The Liber Usualis with introduction and rubrics in English, edited by The Benedictines of Solesmes, Desclee Company, Printers to the Holy See and the Sacred Congregation of Rites, Tournai (Belgium) -- New York, N. Y., 1963.

The English introduction covers pages vii through xxxix and is a complete presentation of the "Rules for Interpretation". It includes a section on "The reading and pronunciation of liturgical latin."
