You can't do this.  This will cause a huge pain in technical support.

Nope.  What many apps offer is customizing tool bars, not menu, and M
$Office products has "Show Only Frequently Used Menu Items (or something
like that)" option so user won't see all the available menu items, but
they will reveal themselves if you let it stay, say if you are looking
for something in the menu so you are holding the menu then all the
sudden menu expands.  To me, this is most annoying and stoopid feature
so I disable this feature around even on my clients' machines!
