Yes, if you really think you should add them, then that's a good solution. You might also get away with just adding them, and note in the commentary that you added them for clarity. I have done that for some practical performing editions, where any unnecessary cluttering with brackets is not desired. But if you want to stay strictly critical, then brackets are ok.

If you want good examples of how to do various things like this, have a look at Henle's complete editions. Although they are also not always consistent, they try to be. The Haydn Gesamtausgabe is mostly done well.

Personally I prefer dotted slurs, instead of bracketed, they are less obstrusive. Also, try to add as little as necessary. There is no reason why the "user" (ie performer) can't make his/her own decisions. I agree though, that adding dynamics is often necessary. My idea is always to make an edition where confusion between performers because they have missing dynamics, sometimes slurs, can be avoided. But leave decisions to the performer as much as possible.
