This is a very old behavior that bedevilled all versions of Finale up to, I think, 3.2. I never used the blank page feature then, for that reason. My workaround was to create a measure, force it onto a page by itself, then change its margins so it lay entirely below the bottom of the page and would therefore not print. The page would appear to be blank, but would have "music" on it and thus be stable.

I am surprised at the return of this bug, which I had thought long vanquished.
