If I understand your question, Sibelius will allow you to select a note
or entire passage and, with one click, convert it into a cue. You can
also easily turn off the sound in the passage (or note by note if you
prefer).
You could also copy a passage into a new staff by highlighting the
passage and (single click) pasting into the new staff. Sibelius copy and
paste is much less intrusive than that of Finale. Then select the pasted
passage and convert it into a cue (with a single click).
There is, however, no provision for mirrors. Mirrors are a really handy
Finale feature. Instead, I would save the copy to cue routine for a last
step to avoid double editing. I frequently use copy as a final step to
achieve results very similar to mirrors.

I just wish that Finale could come up with some major new notation
feature FIRST, instead of always waiting for Sibelius to do it and
then see how they can reverse-engineer it and adapt it to Finale.
Here is my favourite for such a unique feature (or does Sibelius
already offer it?):
Automatic Cue notes, by means of a cue note layer (similar to
mirrors), which can also be used while there are real notes on the
staff, and which only require me to drag and drop (or something
similar) from source to destination.
I currently waste more time with cue notes than with any other
notational detail.
My second one is a functioning figured bass tool inclusive basic
playback. But I think Sibelius is already much better for this than
Finale is at the moment.
