Using the Finale UI there is no problem adding blank pages anywhere to a
part (and not to the score). The problem lies in using a plugin to do
this function.
The Finale UI does not permit adding staves to a part.
I have been vocal in pointing out the caveats, but only as a means of
showing how you might use the feature even if you don't have
fully-linked parts and score. I agree with David Fenton that it is a
remarkably good 1.0 effort. I only hope they continue to refine it. The
annual upgrade cycle is not condusive to refining old features.
