Maybe it's only replies that have the attachments? That's quite common for many web-based email clients (gmail is a terrible offender on that, using Base64 encoding whenever there's a reply, but plain text otherwise). The only thing to do is talk to the sysadmins for the university and ask if they can fix it (there's no OWA option for changing text format), or to get a free email account that allows you to use a proper email client. -- David W.
