I think I had the same problem - the solution for me (and I think for you as well) is to run "fink self-update". Tell it to use CVS when it asks, and you will get updated XEmacs package definitions that point to the correct files on the server.
Then you can run fink install XEmacs with either base or sumo. I believe I installed sumo, and it works fine.
