1) Since there's not a /tmp/.X0-lock, you probably have some process from
X11 still running. A quick way to deal with this is to log out and log back
in again.
2) "cd tmp" and "cd /tmp" don't necessarily go to the same place: the
first goes to the tmp subfolder of whatever directory you're currently at,
e.g. the tmp folder of your home directory, which in this case does not
exist; whilst the second goes to the top level tmp folder.

I have No idea how to change the Owner of /tmp/.X11-unix to root, and
when I tried to remove the aforementioned tmp file I received the
following response:

tmp: No such file or directory.
[blueDog:~] greghyde% cd / tmp
cd: Too many arguments.
