No, it’s suggesting that you selfupdate because your package descriptions are 
old, but the lack of cvs-proxy is unrelated.

There’s no cvs-proxy package any more—you were looking at an outdated document. 
 proxy support has been incorporated into the main cvs package, so just install 
that.

If you then use “fink configure” and set your proxy settings up appropriately, 
cvs should automatically use them.  Finally, use “fink selfupdate-cvs” to 
switch your update method.
