I think it may be because I am behind a firewall. 
So I looked up the fink website and tried to do this using cvs package
First I tried to install the cvs package by the command
fink --use-binary-dist install cvs-proxy
but I am getting

And it seems to ask me to do a fink selfupdate first, therefore stuck in a loop!

No, it’s suggesting that you selfupdate because your package descriptions are 
old, but the lack of cvs-proxy is unrelated. 
Can someone tell me what I am doing wrong? I am pretty useless with unix/linux 
system

There’s no cvs-proxy package any more—you were looking at an outdated document. 
 proxy support has been incorporated into the main cvs package, so just install 
that.
If you then use “fink configure” and set your proxy settings up appropriately, 
cvs should automatically use them.  Finally, use “fink selfupdate-cvs” to 
switch your update method.
