ICU in many cases is also not required. It's only needed for time zones. current_timestamp is timestamp with time zone type, so it's needed for it. So users don't want messages => don't need .msg file. Users want message but don't want .msg file => it will not have messages. Users don't want time zones => don't need icu DLL. Users want time zones but don't want icu DLL => it will not have the functionality. It's same compromise used previously.
