This is not true. fbclient contains all error messages engine could
produce.
It have just some messages of utilities, yes, but this is another story.
To be precise services as part of engine can produce error messages
missing in fbclient.dll. But taking into an account that regular users
(not admin/dev) do not use services msg file is not needed for them.
