I have had good luck with the nylon abrasive wheels (ITEM 94017-0VGA) from Harbor Freight. They attach to a 4 1/2" grinder. One wheel will do several body panels (depending on how much pressure is applied and the number of layers of paint.) They will also remove body filler. The wheels are $5.00 each, but if you catch a sale or coupon, I have seen them in the $3.00 range. They don't scratch the metal and don't generate much heat.
