I think so. Also, it isn't clear that "Off for all pages" is the same
as "Clear all page annotations and disable firebug permanently". Seems
to me that "Off for all pages" should just disable all page
annotations temporarily until it is turned off and there should be a
completely different function for "Clear Firebug Whitelist" or
something.
