That Firebug is non-operational during the time "Off for all pages" is
checked, in other words it cannot be enabled in any way.

What do you mean here? "Off for all pages" just seems like a temporary
setting. And I mean that as in once I uncheck it, Firebug will return
to the operating state it was in prior to me checking it, such as my
whitelisted sites still being whitelisted.

Thought the intended effect from your side may be different, it seems
like clearing the page annotations related to whitelisting Firebug
should be a separate action from turning Firebug "Off".
