What do you have in mind when you say "disable firebug permanently"?

But you are right that Off for all pages does two things:
  1) clear the whitelist
  2) turn firebug off on all Firefox tabs currently on
But if we just clear the whitelist, then the metadata for Firebug will
be left dangling. I think we have to do both.
