But "access to sites" is not ultimately the issue is it? Productivity
and liability are the real issues, no? What does it matter if an
employee does a little ICQ (or web surfing or a zillion other things
that people want to block outbound) on company time as long as he is not
putting the company in jeopardy (the liability part) and he is meeting
the objectives set by his manager? His manager is setting objectives
right? The employees "effectiveness" is measurable right? I suspect
not.
Think of it this way. If expectations and objectives are set for the
employee and he is meeting them, then ICQ (in your case, web surfing in
lots of other cases) is his little reward for being an effective and
efficient employee. Or perhaps it is the policy of your management to
reward effective and efficient employees with more work to occupy that
time that they earned by doing their job faster and better than was
expected of them. Sure sounds like a good way to keep employees happy
to me. NOT!
