IMO, unless it's being used a business tool, ICQ (or any other access to the
Internet) should not be allowed across the corporate LAN, period, unless you
have a "let's close the door after the thieves have made off with the
furniture" approach to network security. That employee was provided with a
PC for business purposes, not to get his jollies on the Internet during
"free" time (as if there's ever such a thing). In our office, we put aside
separate PCs for this purpose, to ensure that the employee doesn't put our
internal systems at risk while fooling around on the Internet.
