Older ICQ clients (pre ICQ2000) could quite happily communicate (messaging only) using UDPRELAY with only udp port 4000 opened. I haven't tried ICQ2000a behind our firewall here (as we have no requirement for ICQ as part of our business) to verify if the same thing is possible with ICQ2000a.
