That is a good question. Are they hams or land service operators. If land service they have some other issues they need to be aware of as digital is not another PTT mode. Also in emergency Ops for or in support of an agency we better be ICS compliant with an approved 205 in place (at least in the USA). This will negate confusion as that plan spells out things very clearly for all operators.
Regardless the operator is responsible and had best become very familiar with all aspects of communication they hope to use. That is the reason these training classes are being conducted. If for whatever reason something as simple as the freq display causes confusion then I suggest the trainers adjust the configuration as Dave presented here and continue these very meaningful training expeiences. We need them. Never needs to log the contact. Then preconfigure the application as above. If they are still confused it's time to get a new set of volunteers. Did I hear that many of these novitiates are unlicensed operators? I sure hope there is a control operator present with a valid amateur radio license or that they are operating on frequencies other than those assigned to amateur radio.
