That's certainly up for discussion, but it's been there for many
years.  The current FlightGear convention might make more sense to
pilots than to engineers: a negative input to rudder or ailerons will
(usually) decrease your compass heading, while a positive input will
increase it.  On the other hand, a negative elevator input will
increase your angle of attack, and that doesn't seem to bother anyone.
