Since Blender can use Python scripts for output (it exposes its internal data structures to Python), a Blender reader/writer should be no harder to write than a plib reader/writer.
That said, I wouldn't spend any time on XGL until I knew that it had some momentum. There are a lot of me-too XML-based specs out there.
Maybe we could give XGL that amount of momentum. If anyone could provide that, it's FlightGear.
