It uses UTC.

What I do to check a new AI aircraft movement is to set FG to start at noon
at the airport I am using.As soon as FG starts I check what the UTC time is 
from
the time of day menu.I then go back to the traffic xml file for the aircraft 
in question
and make its departure time one minute or so after the UTC time I got from 
the
time of day menu. Then the aircraft should show parked somewhere on the 
airfield.
Be aware that there has been a problem in the past were AI aircraft were 
parked
below the surface so it might be worth a look with the UFO to make sure the 
aircraft
in question is not below the surface.

To cut out any possible errors could I suggest that you use one of the UA 
737 schedules
just comment out all but the top traffic pattern and use NZCH instead of 
KSFO see if the
aircraft shows then.
Another thing to check is when you first start FG is to look in the property 
tree under AI/models
and make sure you have at least two aircraft in there.Aircraft [] is the 737 
taking off from KSFO
and any other aircraft should be your traffic.Check the position of any 
other aircraft to see exactly
were it is.It maybe at NZCH but at 30000 Ft.
