I don't have much time right now, but here are a few obvious things to check:
1) Make sure AIModels are activated
2) Make sure the traffic manager runs.
in data/preferences.xml you should have something like:
<traffic-manager>
<enabled type="bool">true</enabled>
<instantaneous-action type="bool">false</instantaneous-action>
</traffic-manager>
<ai>
<enabled type="bool">true</enabled>
<!-- scenario>nimitz_demo</scenario -->
<scenario>aircraft_demo</scenario>

next, you could try and run flightgear using the command line option:
fgfs --log-level=warn
and see if you see and messages related to TrafficManager.
Testing if the whole system works by going to KSFO and checking if you see the
parked 737's, like Innis suggested is also a good idea. If it still doesn't
work, please send me your traffic file, and I'll see if I can find the
problem.
