        These are fix releases similar to the entire 1.1.x series,
        so nothing should be weird about that.

        1.3.x has changes/fixes that had been held back due to the changes
        causing binary incompatibility. This allows us to merge in stuff
        like the UTF8 modifications, which previously were not available in 
1.1.x
        save for unofficial forks.

        1.x is still the stable series.

        AFAIK 2.x is still not release ready and is still in a dev stage.
        Also, there are still many folks who need to stick with 1.x because
        we have quite a bit of code devoted to it, and 2.x is too large of
        an API change.. so 1.x lives on.
