I don't think you can - though I am not sure. One of the choices we made moving to 1.3 was to start dropping some of the older legacy code, and I suspect that has meant that support for the win9x series is dead. There hasn't been a release in the win9x series for a decade now, and MS stopped supporting it years ago...
