I would (as is probably already apparent) just drop win9x support.

Also unicode is supported.

Almost: fltk-2 was an experimental branch, but it somehow ran out of  
steam before it ever reached a stable release, and is largely to be  
unsupported now.
If you use fltk-2, you need to be prepared to fix the bugs yourself,  
as I don't think there's anyone around to help.
