If you need to support a win9x system, I'd suggest you stick with the
stable fltk-1.1.9 or the soon-to-be-released fltk-1.1.10.

The fltk-1.3.x series does not really support the win9x family, and the
fltk-2 series, whilst it supports win9x, it is experimental and largely
unsupported (so may not be suitable for you.)

Can we ask what are you running that requires win9x support? I've had
some good results converting old, low spec, units to Linux, and even
running old win9x codes under wine, so that might be a better option for
you, and will (of course) work correctly with fltk-1.3.
