How is a DDB file supposed to be imported into a new/another DDB file? (It
is a different story if you are trying to open a PCB or SCH file, etc, which
*do* need to be "owned" by, or otherwise imported or linked into a DDB
file.)

Things to try (if you haven't already):

Double click on the DDB file you want to open (from an Explorer window),
which should open Protel 99 SE, and then the DDB file concerned.

Open Protel 99 SE in the "conventional" way, i.e. without double clicking on
a file. Then "drag and drop" the DDB file (from an Explorer window) onto the
Protel 99 SE window.

Create a new "dummy" DDB file, save it, close it, then try to reopen it.
Maybe reopening a freshly created DDB file will result in Protel 99 SE
"snapping out of it", after which it will then open previously created
files.

Make backup copies of the configuration files (in the Windows directory),
then delete the original files. Perhaps the resulting recreation of pristine
configuration files will then resurrect Protel 99 SE's capability to open
DDB files. If so, and you know what you are doing, you can *carefully*
restore customised settings and resources from the previous configuration
files. (At all times, keep backup copies of configuration files that work
(after re-acquiring this status), so that if any changes you subsequently
make to these files subsequently impares Protel 99 SE again, you will be in
a position to then restore functionality again with the least amount of
bother.)
