Rules are very useful for some things, but I agree with Dennis Saputelli. Rules
are not the easiest way to do this.
If you want to do this every time you use that component, then the easiest way
is to modify that component in the Footprint Editor. Manually change the solder
mask expansion to -1.0 mm, then place a pad on the solder mask layer on the
other side to make that opening larger. Then save and Update Schematic.
If, instead, you only want this at one and only one place on the board, you
could unlock that component on your PCB layout, then manually change as
described above. But I doubt this is what you want to do.
Would you mind sharing with us why one would ever use +0.1 mm and -0.1 mm
(rather than, say, completely tenting over that pad) ?
