Lets not forget one thing. Even if we all are going to create a Foss umbrella organizing and maintaining records would require workforce. Eventually someone has to do it. I remember we had something like this going on earlier regarding the Foss Nepal website. I don't know how did that workout. All I want to say is someone has to take the lead. I am thinking of creating a community in Mid-western Region not sure whether that would fall under Foss. But we can see the participations and then move forward. Both part has its own pros and cons. And being community I dont think having a single entity would be a viable option.
