Its good if FOSS Nepal can act as an umbrella to all the wings. But it depends whether the communities believe in following that way. Else, there is no any kind of enforcement which can be made for independently existing communities / organizations.
My suggestion if FOSS Nepal wants to see something like that can be achieved may be something like this 1. Make a official declaration of how FOSS wants to reach to different subordinates / subcommunities 2. Prepare a clear set of guidelines what FOSS Nepal will be doing for them, and what it expects from such 3.
