Yes. I share similar views. If the new FOSS communities are "derived from" FOSS Nepal, then they should be named accordingly.
I think that's more of the "correct" FOSS culture. I don't know what is the procedure to form communities at different places. But to my understanding, I think there is some sort of talking between the (conducting) members of FOSS Nepal, and FOSS XYZ. It's great to open up different communities on different places. But it's better if we have some sort of "guidelines" (rather than rules) for new communities. It will also help those communities in taking shape.
