The --once option is meant to disable saving the url/password,
hence it also disables prompting in this case. That's what
scripts should be using, and that's the only reliable way
to prevent prompting.
For people using the command-line there are two ways to
specify the password, either through the URL, or letting
fossil prompt for it. I don't think that this should influence
anything related to the further dialog.
So I think that only the --once option should prevent prompts,
otherwise prompts may come on any moment: wrong/unthrusted
certifcates, wrong password, sync failure (try again.....) .....
That's my 2 cents, plus another 2 from 劉芳亭 and 2 from Andy,
