Unfortunately that won't work because of the same reason :

Error: Please remove module from slot 2 first
Also, powering off the card won't do.
You have to remove the card from the chassis, then enter that command,
and re-insert the linecard.
As it's not booted this can be done without service interruption
(assuming your cabling isn't a huge mess).
