I asked because earlier you said that per-player memory requirements would be
about 6k *when there is 128 players* (128 diplstates per player).

Let's see.
diplstate is 2*2 + 4*4 = 22 bytes. 1024 diplstates alone for each player
would be ~22.5k, not 6k.
