Uhh, because I already spend more time on administrative overhead than I want to? More importantly for everyone else, because once the TXT file accumulates more than a handful of entries, it becomes an unclassified, unsorted, mess of a half-ass database that wouldn't help anybody.
In the end-user software world, ugly isn't neutral, ugly hurts. (May be true in the real world, too, but I leave that for the sociologists and psychologists to work on).
