Bundled with the distribution, I cannot promise. But what I can say is that when you compile FriCAS and say cd /path/to/build-dir/src/doc make localdoc it will produce that what is on fricas.github.io on your local machine. (even the book). And the links there are such that you (almost) never need the web.
