Your question has been pending here for a while, its difficult to
give you one answer.

Fvwm is developed by the Fvwm Workers, there is no one person
that will make a final decision, unless one of us commits some changes.

I looked at the 2 themes you identified, and didn't see any titlebar
pixmaps in Eazel-Blue.

Crux just didn't do it for me.

I think if you really want to make any progress with this, you
would first want to show how nifty this would look.

This has been discussed in the past, and the general feeling is that
shaping the borders and doing more titlebar decoration will add too
much bloat.  The idea of doing elaborate decoration in an FVWM
module (where it wouldn't bloat the core)
has been discussed a few times, but it hasn't been done yet.
