now I tried some variations from Hans's config, without avail.
> Style * FPClickDecorToFocus, MouseFocus, FPClickToFocus
Unfortunately, it doesn't help :-(
And, unfortunately, it is reproducible with xterms only.
To be sure, I now tried with a freshly started fvwm, opened two xterm
windows (non-overlapping), then openened another xterm which lay above
those two

When I now minimize xterm 3, by clicking with the right mouse button on
the place where the X is (so that the mouse cursor is in xterm 2), xterm
2 will not have the focus (despite the visual appearance which suggests
the opposite).
This is to 100 percent reproducible.
Here is the beginning of my .fvwm/config (the rest consists only of menu
definitions):
