Nah -- doubt it, unless some recent version of XTerm has introduced something "odd" -- and more importantly that resource setting is set as the default when xrdb is ran -- but I doubt this to be the case. It could be anything, quite frankly. I can't reproduce it (not that surprising to be honest), but it's not a FVWM problem. I suppose you could attach xev to one of the XTerms to find out what the client is receiving in terms of focus, but that's kind of irrelevant by this point, as FVWM will have already done its job by that point.
