The new HD will be formatted FAT32 most likely, so you'll need to  
format it using Disk Utility. Remember to use "Apple Partition Format"  
for your PPC PowerBook.

CCC on default settings should work fine. The problem with the CCC  
method is that you can't boot USB 2.0 on the PPC PowerBook, so you  
can't check the clone to see if it's bootable. If the clone fails to  
boot, you've got some extra work to do.

Another perhaps better alternative would be to place the new HD  
directly into the PowerBook and place the old PowerBook HD into the  
external USB 2.0 enclosure. Then do a clean install of your current OS  
from DVD onto the new HD, and use Migration Assistant to migrate  
"everything" from the old HD to the new, clean installation. The  
advantage of this method is that you get a "clean" installation, and  
you know it boots. I've never had any problems with Migration  
Assistant, but I have had some CCC clones fail to boot. The  
disadvantage of Migration Assistant is that it could miss something (a  
non-Apple extension perhaps?) which would require reinstalling an  
application, or resetting preferences. I lean toward a clean install  
and using Migration Assistant, but it's also slightly longer in terms  
of total time. Cloning will be faster if the clone boots first time  
and works perfectly, but if there's a problem, you might need to use  
the clean install method.
