My g4-550 pismo plays many youtube mp4/h.xxx vids and some flash w/out skipping. I download the videos first with dwhelper in firefox, or clicktoflash ICab/ Safari. I play mp4 with VLC 0.86 and flv with wimpy. I am running tiger and I have 576RAM and a good (2005) 80MB hd. Tiger is fastest OS for this machine, Jaguar is quite a bit slower. Note skipping depends on how much action there is. Audio does not skip. If you are adventurous you may be able to build/install ffmpeg which will convert videos, but it may be slow. Or you can install linux and use that. generally windows and linux are faster than macOS.
